on 30 september 2006. but the destructive super typhoon 'milenyo' cut powerlines  and so the party was postponed. however, a group of 'renegade' &lt;a href="http://photojournalism.blogdrive.com"&gt;PCP&lt;/a&gt; Who may join: The competition is open to all Filipino photojournalists and photo enthusiasts except for officers and staff of organisations and institutions co-implementing the projects and programmes of the Delegation of the European Commission to the Philippines or projects and programmes supported by the Delegation of the European Commission to the Philippines.&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:verdana;"&gt;2. Coverage/Theme: Entries must cover the various development and economic co-operation programmes of the Delegation of the European Commission to the Philippines. Entries should adhere to the theme “Pagtutulungan: Enhancing EC-RP Development Co-operation”. Events highlighting the celebrations of the Europe Month 2005 in May 2005 in Manila and Cebu City are also covered under this competition.&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:verdana;"&gt;3. Entries should be taken with any camera using at least 135 mm film and/or digital camera with at least three (3) mega pixel sizes.&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:verdana;"&gt;4. A maximum of ten (10) entries in 5” x 7” prints with border (whether taken with 135 mm film or digital camera) can be submitted by a participant. Winning photographs will be required to submit negatives and/or raw digital files.&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:verdana;"&gt;5. The filled-up entry form/s must be sealed in an envelope together with each entry. Only the photo title must appear outside the envelope.&lt;br /&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-family:verdana;"&gt;&lt;/span&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:verdana;"&gt;6. Photographs should be taken between 1 September 2004 to 30 September 2005. Published and unpublished photographs maybe submitted to the competition.&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:verdana;"&gt;7. The Board of Judges will be composed of respected photojournalists/artists as well as officials from the Delegation of the European Commission to the Philippines, The Philippine Center for Photojournalism, Inc. and Canon.&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:verdana;"&gt;8. Criteria for Judging – Technical Excellence – 25%; Relevance to the Theme – 50% and Visual Perception and Creativity – 25%.&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;span style="font-size:85%;"&gt;&lt;span style="font-family:verdana;"&gt;9.
